MINUTES - D.R.Y.L. Meeting hosted by Anchor Yacht Club
May 6, 2008
OPENING: Meeting called to order @ 8:05pm. Juice introduced and thanked Commodore Kevin Coyne who welcomed the DRYL and thanked everyone for coming. Commodore Coyne gave special thanks to those who prepared the meal.
Guest Speaker: Juice introduced Phyllis Blackeby who was representing the Coast Guard Auxiliary. Phyllis gave a presentation and handed out packages of information for America’s Waterway Watch, which is an effort to get boaters involved in watching for threats to security and how to report them. Call police at 911 or the national hotline 877-24-WATCH to report suspicious activity.

OFFICERS & COMMITTEE REPORTS
President: President Jusino thanked clubs where Mary and himself attended Opening Days. He reported on Senate Bill 2766 concerning gray water issues. Juice sent e-mails and made some phone calls and is happy to report that Senator Spector is on board. Still need to send letters to Senator Menendez and Senator Casey to get them involved. Juice has spoken to someone from Antique and Classic Boat Society because they have requested to be removed from the DRYL due to the fact that they cannot get a delegate to attend meetings. Juice will follow up and try to keep them in the league. Juice received a letter of thanks from the Sea Scouts for the donation sent by DRYL.

3rd Vice President: Steve Zielinski – no report.
Secretary: Rick Patton – no report.
Audit & Budget: Bill Branchide – no report.
Banquet: Mary Jusino – no report.
Cruise: Bob Bocock – 4 openings left. Applications are available. Reviewed the itinerary, which can be found on the website.
Donations – no report.
Fleet Surgeon: Harry Borgersen – Spoke about an article he found about the federal
government wanting boaters to help protect the waterways and prevent attacks. Doc also spoke
about over the counter medications for cold and flu.
Pageant: Toni Nespola – Introduced Queen Leanne and Princesses in attendance. Pageant applications are due this evening. Toni reviewed the meeting schedule for princesses. Pageant will be August 9th at the Seaport Museum. Theme will be Philadelphia Sports Team Pride. All forms for docking, buttons, etc. are on the website. Toni mentioned that princess meetings are open for potential future princesses to attend. There is no obligation. DRYL pageant raffle tickets were given out to clubs. Toni hopes each club will sell at least 100 tickets. She also reviewed the dress code for the pageant.
Picnic: Joe Gricco – September 6th at Riverside. Theme: “It’s a Pirates Life for Me”. Meetings to begin May 20th.
Public Affairs: Bill Garwood – no report.
Regatta: Fred Saunders – no report. Full report on Poker Run soon.
Safe Boating: Frank Gilbert – Frank distributed flyers concerning practical handbooks to have on hand as well as 14 Things Every Seaman Should Know and Situational Awareness. Frank also spoke about an article he read concerning the state of Oregon banning the use of ethanol in marine fuel. He also touched on the use of Loran being continued.
Shoreline Planning: Joe Campbell – no report.
Webmaster: Paul Jusino/Ben Lewitt – looking for input for restaurants available near clubs to be put on website so visiting boaters will know what is available.
Yearbook: Denise Leo – Yearbook finished, but not yet available for distribution. Denise turned in $1800 and mentioned putting out the yearbook was quite an experience. She is looking to improve next year’s book.
Boater Voter: Joe Campbell – no report.
CBYCA: Bob Williams – Meetings on LNG in June. Bob received an impact study from a government agency and will try to decipher it. The Logan site was not approved.
National Boating Federation (NBF): Bob Williams – New government requirement for ethanol added to fuel is for amounts to go up each year. Department of Homeland Security stated that loran will be upgraded to enhanced loran or e-loran as national back up system for GPS…so don’t throw away your loran sets.
NJ Legislation: John Honer – no report
Pennsylvania Boating Association - SE (PBA): Bob Williams – Next meeting will be a West End YC on May 21st.

After following
up on DRYL uniform costs, it was determined that it is too expensive. An insignia patch was developed instead. Total cost for patches was $221. Patches can be affixed to a blue blazer and
can be worn with white pants. Motion to
proceed was passed.

asked what is the criterion for sending gift baskets. Guidelines were discussed, and it was decided

Checkbook opening balance $20,947.15. Mike Kovacs reported income of $3,589 while Phyllis Blackeby reported disbursements of $2,323.79 resulting in a checkbook closing balance of $22,212.36. A motion was made, seconded and approved to pay the bills.
